Mission
The Hickory Velo Club (a.k.a., HVC or the Club) advocates for rights of all cyclists on the road and on the trail. The HVC is dedicated to the encouragement of all aspects of bicycling.
The mission of the Club is to sponsor and support all levels of cycling activities; to encourage bicycling as a leisure activity, as a beneficial form of exercise, as a method of transportation, and as a sport; and to promote equal rights and land usage for all types of cycling be it road or off-road cycling in the Greater Hickory, North Carolina area.
As ambassadors of our sport, the Hickory Velo Club promotes cycling in a safe and responsible manner.

Article 1 - Membership and dues
Section 1. All persons interested in the organization who apply for membership in an appropriate classification of membership and who tender the necessary dues shall thereby become a member of Hickory Velo Club. HVC does not discriminate admission to the club on the basis of race, creed, ethnicity, religion, sex, sexual orientation, or riding abilities.
Section 2. Annual Dues for an individual shall be twenty dollars a year.
Section 3. Annual family memberships shall be twenty-five dollars.
Section 4. Annual membership fee for youths under eighteen years of age and not of legal guardianship of a club member shall be ten dollars. Both the youth and his or her legal guardian must sign the membership waiver.
Section 5. Annual dues shall run January 1 to December 31, members in arrears more than six months after payment is due shall be dropped from membership. If an applicant applies for HVC membership after October 1st, those fees will be applied to the next following year’s membership.
Section 6. HVC membership is to be maintained by the current club treasurer and the treasurer shall keep the active membership in the bylaws and minute binder. Each of the club officers shall have a roster of current members. The membership roster is also to be distributed to club members at the March club meeting for contact purposes for other club members. Members may chose to omit the sharing of that information with the rest of the club by checking the “Do not publish my contact information for club purposes” box on their club membership form or by delivering a written statement to any officer of the Club.

Article 2 - Schedule and Quorum for Meetings
Section 1. Regular meetings of the Hickory Velo Club are to be held monthly. A written schedule of the meetings will be published by the President to the membership. Notice of monthly club meetings and the meeting agenda will be sent out via email.
Section 2. Special meetings can be called by any elected officer or event coordinator, but two weeks notice must be given and club members be notified either by mail, email (using Yahoo group), telephone or word of mouth by the person calling the meeting.
Section 3. Club officers must meet monthly, be it before or following scheduled monthly club meetings, or at a time and place established by club officers.
Section 4. The active members and one officer present at the meeting will Constitute a quorum.
Article 3 - Duties and terms of the Officers
Section 1. The President shall supervise the activities of the HVC within the scope of the bylaws and shall preside at all club meetings. The President shall report monthly on club activities. President will be responsible for their binder to house HVC bylaws and minutes.
Section 2. The Vice-President shall assume the duties of the President in the event of absence, incapacity, resignation, or removal of the President. The Vice-President shall keep the minutes of each HVC meeting and maintain copies of the minutes in a binder along with a copy of the HVC Bylaws.
Section 3. The Treasurer shall be responsible for the safe keeping of HVC funds, for maintaining adequate financial records, and for depositing all monies with a reliable banking institution in the name of Hickory Velo Club. Monies shall be paid out by numbered checks signed by the club Treasurer. The treasurer will collect annual dues from members, and shall make a quarterly report based on the calendar year to the HVC at club meeting nearest the end of that quarter.
Section 4. The term for all officers of the Hickory Velo Club will run for one year, from January 1st to December 31st.
Section 5. Any Officer may resign from office when it is deemed in the best interest of the Club or of the individual. The resignation must be in writing and shall be effective when received by the Secretary.
Section 6. Whenever a vacancy occurs in any elected office other than that of President, the President shall appoint a member of the Club to fill the office for the remainder of the term. The appointment shall be submitted to the members for the approval at the next regular membership meeting. If a vacancy occurs in the office of the President, the Vice-President shall immediately assume the office of President and shall appoint a new Vice-President in accordance with the procedure previously outlined in this section.
Section 7. Club officers are to be nominated during the November club meeting and elected by a simple majority of members present at the December club meeting. The nomination of club officers shall be completed by collecting hand written nominations from members attending the November meeting. Members must note two people for each of the three officer positions. The same person shall not occupy two or more positions as club officer. After nominations are collected, printed ballots will be prepared prior to the December meeting. Each member attending the December meeting will complete a ballot, fold it and present it to the presiding officer to tally the votes. After all votes are tallied the presiding officer shall read the results of the voting.
Article 4 - Amendment of the Bylaws
Section 1. These bylaws may be amended at any regular meeting by a two-thirds vote of club members voting, provided thirty-day notice was given to members. All proposed amendments must be made viewable to club members no less than two weeks prior to voting.
Article 5 - Parliamentary Authority
Section 1. The rules contained in the current edition of Robert's Rules of Order Newly Revised, shall govern the Club in all cases to which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the Club may adopt.
Article 6 - Dissolution
Section 1. Upon dissolution, the assets of HVC shall be divided up in the following manner: Members can choose to use assets to join another “local” public benefit corporation/club or the voting members can elect a non-profit charitable cause to donate the assets of HVC upon dissolution.
